ARTICLE 1 - Announcements

1.1 The Association of National Rally Championship Organisers (ANCRO) will organise on behalf of its member clubs the ANCRO National Rally Championship. The Championship is open to Drivers, Co-Drivers and Manufacturers.

1.2 These Regulations have been approved by the Motor Sports Association (MSA) and have been allocated Championship Permit Number - 99R 5390.

1.3 The Championship is promoted and co-ordinated by ANCRO.

1.4 The Organisers and Promoters reserve the right to issue additional Official Bulletins clarifying items in these Regulations. All such Official Bulletins will be sent to registered Drivers, Co-Drivers, Manufacturers, by post to the address nominated on the Registration Form.

1.5 Points & positions will be published after each round and will remain provisional for seven days from the date of posting. Any query must be made in writing, within that time, to the Championship Co-ordinator, who may refer it to the Championship Stewards (Articles 1.10, 9.1).

1.6 The ANCRO National Rally Championship will be run in accordance with the 1999 MSA General Regulations and these Supplementary Regulations and any Official Bulletins issued.

1.7 Exemption from Liability: 1999 MSA General Regulation B.9.4.1 applies.

1.8 Entry into the Championship is conditional upon each competitor accepting without reservation or recourse the surrender of their rights (if any) for TV filming, broadcast and photography collated during the Championship which may be used at the Championship Organisers', Promoter's and Sponsor's discretion.

1.9 The Organisers of each qualifying round (all of National A status) retain the sole right to select and accept entries for their event and the Championship Organiser's, Promoter's or Sponsor's cannot be held responsible for the refusal of an entry. It is the competitor's responsibility to obtain event regulations and to apply for entries.

1.10 Any dispute relating to the Championship will be referred to the Championship Stewards, drawn from the following as appropriate:

1.11 Organisers of qualifying rounds will make provision for the Championship Categories and Classes defined in Article 5. Event Classes may be subdivided or amalgamated in accordance with the Event Supplementary Regulations, but Championship Points will be allocated to Groups and Classes as per Article 5.

ARTICLE 3 - Eligibility

Eligibility for the ANCRO National Rally Championship is open to Drivers, Co-Drivers and Manufacturers who:

3.1 Hold MSA Competition Licences valid for the qualifying rounds or, for foreign competitors, a licence endorsed 'valid throughout the EU'.

3.2 Enter a vehicle included in the Vehicle Categories listed in article 5 and can provide, on demand, evidence of its eligibility.

3.3 Make available specific areas on both front doors of the vehicle shown on the diagram, and display:

3.3.1 The Official event logo/title.

3.3.2 The vehicle competition number.

3.3.3 The official ANCRO National Rally Championship logo.

3.3.4 Advertising provided by the Promoters.

3.3.5 Class and Group Identification provided by the Promoters.

3.4 No on-board cameras will be allowed without the authorisation of the Promoters and in agreement with an event Clerk of the Course. Every such installation shall be approved by the event Scrutineer. (1999 MSA General Regulation K37.9.9).

3.5 Advertising must comply with 1999 MSA General Regulations E2.23 and E2.24.

3.6 No advertising or statement on the car or crew may contain offensive material.

3.7 All vehicles must comply with 1999 MSA Safety Regulations, including those relating to fire extinguishers (1999 MSA General Regulations Q3).

3.8 All competitors are reminded that vehicles must have a valid MSA Vehicle Log-Book which must be available at scrutineering for each qualifying round. This includes cars driven by foreign competitors (Article 3.1).

3.9 If it is desired to make an entry in the name of an organisation, firm or sponsor, or of any person who will neither drive nor co-drive, an Entrant's Licence must be obtained from the MSA.

3.10 Competitors are advised that information they supply will be stored on a computer retrieval system and will be used for organisational and publicity purposes for individual events and for the ANCRO National Rally Championship. The Organisers and Promoters regret that they are unable to accept entries and registrations from competitors who do not accept this condition.

ARTICLE 4 - Registration

4.1 Drivers, Co-Drivers and Manufacturers are required to register with the ANCRO National Rally Championship on the Official Registration Form in order to claim points and prize money.

4.2 Registration opens on the production of these Supplementary Regulations and closes at the end of documentation prior to the start of the fifth round of the Championship.

No registrations will be taken between the close of documentation and prizegiving of each event.

No points will be awarded retrospectively.

4.3 Registration fees:
A 'crew' (Driver and Co-Driver) whose registration forms are submitted together should remit a combined Registration fee at the reduced rate of £50.00. Other fees are:
Individual drivers £35.00
Individual Co-Drivers £25.00
Manufacturers £450.00
Completed Registration Forms and fees should be sent to the Registrar - The ANCRO National Rally Championship. Cheques should be made payable to ANCRO.

4.4 Once a Driver's/Co-Driver's/Manufacturer's Registration Form has been received and accepted it will not be possible for them to disclaim any points awarded.

4.5 A list of registered Drivers/Co-Drivers/Manufacturers will be officially displayed or available on demand on each qualifying round.

4.6 In applying for registration competitors agree to be bound by the Regulations of the ANCRO National Rally Championship.

4.7 Acceptance of registration is entirely at the discretion of the Championship Organisers and Promoters.

ARTICLE 5 - Vehicle Categories

5.1 The ANCRO National Rally Championship will be divided into 6 (six) vehicle Categories and 15 (fifteen) Capacity Classes. All vehicles with forced induction will have their engine capacity increased by 70% to determine their Class eligibility
5.1.1 Group N Cars conforming to FIA International Group N Regulations
  Class N1 Up to and including 1400cc
  Class N2 Over 1400cc, up to and including 1600cc
  Class N3 Over 1600cc, up to and including 2000cc
  Class N4 Over 2000cc
5.1.2 Group A Cars conforming to FIA International Group A Regulations
  Class A5 Up to and including 1400cc
  Class A6 Over 1400cc, up to and including 1600cc
  Class A7 Over 1600cc, up to and including 2000cc
  Class A8 Over 2000cc
5.1.3 Formula 2
Within The ANCRO National Rally Championship there will be a category to be known as Formula 2. Open to all registered Formula 2 Drivers and Co-Drivers in Classes N1, N2, N3, and A5, A6, A7 driving normally aspirated, two wheel drive vehicles including vehicles containing all or any parts homolgated as 'kit' on form VK (FIA).
5.1.4 Category 'B' Cars complying with 1999 MSA Technical Regulations
  Class B9 Up to and including 1400cc
  Class B10 Over 1400cc, up to and including 1600cc
  Class B11 Over 1600cc, up to and including 2000cc
  Class B12 Over 2000 cc
To include Metro 6R4's with approved sealed engines of 2.5 (International injection) or 2.8 (single plenum type) with relevant original certificates of engine capacity, and driven by registered contenders only. The driver of any other vehicle not complying with K37.1.1 or 2 must first apply to the Championship Co-ordinator with full details. Authorisation is then entirely at the discretion of the MSA and such vehicles will be driven by registered contenders only.

All vehicles subject to minimum weights as per 1999 FIA Year Book specific regulations for Touring Car Group A (Art 255).

5.1.5 Category 'H' Historic and Post Historic Vehicles Classes
All vehicles in Category 'H' must comply in all respects with current MSA Safety Requirements and possess a current MSA Vehicle Log Book and either an MSA or FIA Historic Vehicle Identity Form.
Class H13 Historic Rally Cars Registered before 31/12/67
Class H14 Post Historic Rally Cars Registered after 31/12/67 and before 31/12/74

5.1.6 Category D Diesel Cars
Class D15 All Diesel Powered Vehicles must comply with MSA safety requirments and by approved for use by the MSA

ARTICLE 6 - Scoring

6.1.1 Points will be allocated to registered Drivers and Co-Drivers according to their position in Overall, Category and Capacity Class classification on each of the seven scoring rounds.

6.1.2 Points will be allocated to registered Manufacturers only in relation to Group A, Group N and Formula Two classification on each of the seven scoring rounds.

6.1.3 Drivers, Co-Drivers and Manufacturers will count their best FIVE scores towards their final Championship position. Ties will be resolved according to Article 7.

6.1.4 No points will be awarded to Drivers, Co-Drivers or Manufacturer whose car does not carry the Official Championship logos or does not conform with the specified advertising and other conditions required by Article 3.

6.1.5 Registered Drivers, Co-Drivers and Manufacturers who start six qualifying rounds of the Championship will receive a bonus of 10 points added to their final championship scores (6.1.3).

6.1.6 In the Overall Drivers' and Co-Drivers' categories the bonus will be awarded regardless of what vehicles have been entered. In Class or Group each Driver or Co-Driver who has earned points on more than one Class or Group will be awarded the bonus in the Class/Group in which the greatest number of events have been contested and if there are equal numbers the Class/Group in which the first event was contested, etc.

6.2 Overall Drivers and Co-Drivers Championship Awards
Points will be allocated to the first 22 registered Drivers and Co-Drivers according to their position in Overall Classification on each qualifying round as follows. (It is not necessary to be classified among the first 22 in the Overall event results in order to score Championship points).

6.3 Group A, Group N, & Category B Drivers and Co-Drivers Championship Awards
Separate Awards are open to registered Drivers and Co-Drivers competing in each of Groups N, A & Category B. Points will be allocated to the first 22 registered Drivers and Co-Drivers according to their position in Overall Classification within their vehicle category on each qualifying round as follows. (It is not necessary to be classified among the first 22 in the vehicle category in order to score Championship points).

6.5 Formula 2 Championship Awards
Points will be allocated on each qualifying round to the first twelve registered Drivers and Co-Drivers competing in Classes N1, N2, N3, A5, A6, A7 in two-wheel drive normally aspirated cars. (It is not necessary to be classified among the first 12 in these classes in order to score Championship points). A change of vehicle during the season is allowed.

6.5 Capacity Class Championship Awards
Points will be allocated to the first twelve registered Drivers and Co-Drivers in each of the 15 Capacity Classes (Article 5) on each qualifying round. (It is not necessary to be classified among the first 12 in the Class in order to score Championship points). Scoring for these awards is entirely separate from Overall, Group N, Group A, Category B and Formula 2.

6.6 Coupe des Dames
Points for the Coupe des Dames will be awarded on each qualifying round to the first ten lady drivers registered in the Ladies category, determined on a "Class Index of Performance". The calculation of this Index will be published in an Official Bulletin, which will be sent to all eligible competitors. The purpose of the index is to enable lady competitors in all capacity classes to compete on equal footing.

6.7 The Junior Championship Awards
Points will be awarded on each qualifying round to the first twelve registered Junior Driver & Co-Driver (Article 8.9) in each of the Capacity Classes N1, A5 and B9 only. (It is not necessary to be classified among the first 12 in these capacities in order to score Junior Championship Award points).

6.8 Manufacturers Championships: Group N, Group A & Formula 2
Manufacturers points will be awarded to the first twelve eligible Makes in each category (Article 8.9), but only in respect of the highest placed vehicle of that Make in that Category; other placings achieved by eligible vehicles of the same Make will be ignored and cannot be reassigned to another Make. (It is not necessary for a Make to be classified among the first 12 in Group N, A or Formula 2 in order to score points). Points will be awarded only if both the Driver and the Make are registered. The results of un-registered Drivers and Makes will be ignored in the allocation of points. Manufacturers will accumulate points separately in Group N, A and Formula 2. Points earned in different Categories will not be added together.

ARTICLE 7 - Ties

7.1 Ties will be resolved by reference to the tying Drivers, Co-Drivers or Manufacturers allocation of points within the category or class where the tie exists by applying tests 7.2.1 and 7.6 below in that order.

7.2 Considering only the 5 (five) best scores apply, tests 7.2.1 and 7.2.2 below in that order.

7.2.1 In favour of the Driver, Co-Driver, or Manufacturer with the greatest number of maximum scores.

7.2.2 In favour of the Driver, Co-Driver, or Manufacturer with the greatest number of second highest scores, failing that the third highest scores and so on until the tie is broken.

7.3 Should the provision of Article 7.2 above fail to resolve the tie then Article 7.2.1 and 7.2.2, in that order, shall be applied to the allocation of scores achieved from ALL qualifying rounds.

7.4 Should the provision of Article 7.2 or Article 7.3 above not resolve the tie, the award shall be given in favour of the Driver, Co-Driver or Manufacturer with the highest allocation of scores from their first scoring round.

7.5 Should the provision of Article 7.2, Article 7.3 or Article 7.4 above not resolve the tie, then consideration will be given to the overall results of the first event to be run in the Championship, in favour of the Driver, Co-Driver or Manufacturer who achieved the highest overall position in those results.

7.6 Should any of these provisions above fail to resolve the tie, the Championship Stewards may nominate the winner of the tie based on such considerations as they deem appropriate.

ARTICLE 8 - ANCRO National Rally Championship Awards

Overall Awards

8.1 Cash awards and end of year trophies will only be presented to registered contenders who have started a MINIMUM of five rounds of the Championship.

8.1.1 Additional awards to those listed below may be made at the Promoters discretion and will be announced in an Official Bulletin.

8.1.2 All prize money will be paid to the person nominated on the Registration Form at the start of the season unless otherwise advised in writing to the Promoters.

8.1.3 Trophies will be presented to Drivers, Co-Drivers and Manufacturers as appropriate.

8.2 ANCRO Overall Awards
  1st Overall Driver £500 and a trophy
  1st Overall Co-Driver £200 and a trophy
8.3 ANCRO Group Awards
  Overall Group N Driver A Trophy
  Overall Group N Co-Driver A Trophy

8.5 ANCRO Class Awards: B9, B10, B11, B12, H13, H14 & D15 inclusive
6.4.2 To the winner of each of these seven classes (Articles 5.1.4 & 5.1.6 refers)

  To the winning Co-Driver £100 plus a trophy
  To each 2nd placed Driver/Co-Driver A trophy
  To each 3rd placed Driver/Co-Driver A trophy
  N.B. ANCRO Class Awards will be paid provided there are a MINIMUM of SIX registered starters during the Championship in the Class to which the award refers. If there are less than SIX starters in any particular Class, cash awards will be halved, and no third in class trophies will be presented. If less than THREE registered starters in Class, cash awards will be divided by four and no 2nd in Class trophy presented.

8.6 The Coupe des Dames

8.6.1 On each qualifying round, to the highest placed Lady Driver registered in the Ladies' category, determined on Class Index of Performance (Article 6.6).

A Trophy.

8.6.2 At the season end, to the highest placed registered Lady Driver in the Ladies category, by the cumulative highest number of points scored according the (Article 6.6).

The Coupe des Dames

8.7 The Junior Award
Drivers and Co-Drivers born after 31st December 1974 are eligible to register for this Award.

To the highest placed Driver registered for this award (Article 6.7)

Junior Driver - £500 plus a trophy
Junior Co-Driver - £100 plus a trophy

8.8 Ford Motorsport Parts Bonus Scheme (subject to confirmation)
Ford Motorsport have a generous cash bonus scheme for competitors registered for the Championship driving Group N Ford Escort Cosworth Cars. Competitors registered for the scheme are required to carry Ford Motorsport Parts Decals.

To the highest placed Driver registered for this award on each round £1000.
To the second highest placed Driver registered for this award on each round £750.
To the third highest placed Driver registered for this award on each round £500.
To the fourth highest placed Driver registered for this award on each round £250.

8.9 Manufacturers' Awards
Three separate Championships will be based on the results achieved by registered Drivers in vehicles of registered Manufacturers. Manufacturers must register by MAKE for these championships, e.g. Audi, Daihatsu, Fiat, Ford, Honda, Lada, Lancia, Mazda, Mitsubishi, Nissan, Peugeot, Rover, Skoda, Subaru, Suzuki, Toyota, Vauxhall, Volkswagen, etc. One registration fee per Make covers Groups N, A & Formula 2 (Articles 4.3 and 6.9).

8.10 The Dennis Hopwood Memorial Award
Awarded to an accredited member of the media who, in the opinion of ANCRO, has contributed most to the promotion and furtherance of The 1999 ANCRO National Rally Championship.

8.11 Other awards may be made at the Promoters discretion and will be announced in an Official Bulletin.

ARTICLE 9 - Enforcement of Regulations

9.1 Disputes on the Supplementary Regulations of The ANCRO National Rally Championship will be settled by the Championship Stewards (Article 1.10) in accordance with 1999 MSA General Regulations, these Supplementary Regulations and any Official Bulletins which may have been issued.

9.2 1999 MSA General Regulation O3.5 is modified as follows:

9.2.1 Any competitor EXCLUDED from any event in the Championship by reason of having an ineligible vehicle will be subject to the following Championship penalties:

9.2.2 Any competitor excluded from an event in the Championship for any other infringement will not be subject to additional penalty other than the loss of any points that he might otherwise have scored on that event.

9.3 Any vehicle which fails to satisfy the MSA Scrutineers at pre-event Scrutineering, in respect of Safety or Technical Regulations, will not be permitted to start that event.

9.3.1 Furthermore if a car is selected for post-event Scrutineering, then Results and Championship points will remain provisional until the vehicle is inspected and approved by the Championship Eligibility Scrutineer or his nominated deputy.

9.3.2 Any vehicle which is found to be ineligible at the conclusion of any event will be excluded, NOT reclassified. The onus is always on a competitor to present a vehicle which conforms with eligibility for the class entered.

9.4 Noise: in addition to the pre-event Sound Test (1999 MSA General Regulation E12.17), the Organisers of each qualifying round will appoint Judges of Fact to adjudicate on any instances of instantaneous factual occurrence or any other abnormal sound levels. They will report their findings to the Chief Scrutineer who will advise the Clerk of the Course who will then apply the appropriate penalty. Competitors should pay particular heed to 1999 MSA General Regulations C11 and C12.
