Article 2. Regulations.

2.1. Title & Jurisdiction

The Mobil 1 British Rally Championship is organised and administered by the Motor Sports Association (MSA) in accordance with the General Regulations of the Motor Sports Association (incorporating the provisions of the International Sporting Code of the FIA) these regulations and any subsequent bulletins.
MSA Championship Permit No: 99R/5320

2.2. The Championship is open to drivers, co-drivers and manufacturers registered with the Championship Registrar.

2.3. Championship points and positions will be posted to all registered competitors within two working days after the end of each round. The schedule will be dated and timed on the day of posting. Any protests or queries on the allocation of Championship points must be made in writing to the Championship Manager within seven days of the date and time as published on this schedule.

2.4. It is a competitor's responsibility to obtain event regulations and apply for entries.

2.5. Any dispute relating to the Championship, or its' categories or classes, will be referred to the panel of Championship Stewards.

2.7. Competitor Eligibility

2.7.1. Eligibility for the Championship is open to Drivers and Co-Drivers who:-
2.7.1.1 Have applied and had their registration accepted.
2.7.1.2 Hold a competition licence valid for the qualifying events.
2.7.1.3 Compete in a vehicle complying with Article 5 and can provide, on demand, evidence of its eligibility.
2.7.1.4 Make available a nominated area on both sides of the competing car for the purpose of carrying:-

Refer to the diagram in Appendix 1 for decal locations.

2.7.2. Eligibility for the Independents Cup (driver & co-driver), Junior Championship (driver & co-driver) and Group N Amateur Cup (driver and co-driver) will, in addition to 2.7.1., be as follows:
2.7.2.1 The car must be entered in the name of one of the crew members
2.7.2.2 Neither crew members can be a National or FIA seeded driver
2.7.2.3 The car cannot be the property of a motor manufacturer or importer
2.7.2.4 The car will not carry or use any part Homologated as Kit on FIA Form VK
2.7.2.5 The car cannot be entered in the Production Cup
2.7.2.6 The driver must be registered for the Championship

2.7.3 Eligibility for the Diesel Cup will, in addition to 2.7.1., be as follows:
2.7.3.1 The car cannot be entered in any other Cup, Class or Category in the championship.
2.7.3.2 The car and crew are not eligible to score points in the championship general classification.
2.7.3.3 The car cannot participate in the general classification or any category in a championship round other than in a cup or class that is solely for diesel engined cars.

2.7.4. Eligibility for the British Junior Championship, will, in addition to 2.7.1. and 2.7.2., be as follows:-
2.7.4.1 The driver must have been born on or after 1st January 1972.
2.7.4.2 Drive a Group N, two wheel drive car with a normally aspirated engine not exceeding 2000cc.

2.7.5. Eligibility for the Quadruple Crown will be as follows:-
Drivers must be registered for the Mobil 1 British Rally Championship and competing in a vehicle complying with Article 5. They must nominate one country on their registration form, which cannot be changed after the registration has been accepted. Only drivers who are citizens of the United Kingdom of Great Britain and Northern Ireland or the Republic of Ireland or the Isle of Man may nominate a 'home' country; ie England, Scotland, Wales, Ireland (North & Eire combined), Isle of Man. This may be the country of birth of the driver or either of the parents of the driver or the country of residence of the driver.

2.7.6. Eligibility for the Manufacturers' Championship will be as follows:-
2.7.6.1 The Manufacturer must be registered for the Mobil 1 British Rally Championship.
2.7.6.2 Both crew members must be registered for the Championship
2.7.6.3 The name of the manufacturer will be that detailed on the FIA homologation form for the car(s) concerned.

2.7.7. Cars driven by registered contenders which are fitted with forward facing cameras must have the official Championship logo (16cm x 11cm) displayed on the dashboard. Failure to display the Championship logo will result in forfeiture of points to which the driver, co-driver and manufacturer would have been entitled.

The official logo will be supplied by the nominated TV Production Company and its location agreed by the Championship Manager.
The only other dashboard advertising permitted will be the name of the vehicle's manufacturer.
Any other in-car advertising, for example on the drivers'/co-drivers' helmets/overalls, will only be allowed at the discretion of the Championship Manager and the TV production company.

2.7.8. No advertising of tobacco products is permitted in any shape or form in this Championship. Additionally any products that are not permitted to be advertised on UK television are also prohibited.

Article 3. Judicial

3.1 Judicial procedures will be in accordance with Section O of the 1999 MSA Yearbook except for Regulation O3.5 which is modified as follows:-

Any registered Championship contender whose vehicle is found to be ineligible in accordance with these regulations will be subject to the following championship penalties:
3.1.1 All points awarded from the event concerned will be forfeited.
3.1.2 The event concerned will count as one of the rounds contributing to the total Championship score.

These penalties can only be applied by the Championship Stewards.
Appeals against eligibility decisions can only be made in accordance with O6.5.8

Article 4. Registration.

4.1. Drivers, co-drivers and manufacturers must register separately for the Championship in order to score points.

4.2. Any driver or co-driver registration deemed by the Championship organisers to be representing a vehicle manufacturer or importer will require that manufacturer or importer to pay the manufacturers registration fee in order for the respective driver and co-driver to be eligible for Championship points.

4.3. Registration opens on publication of these Regulations. Driver and co-driver registration closes at the end of documentation prior to the third round of the drivers' and co-drivers' Championship.

Manufacturers are required to register and pay their registration fee prior to the first round of the Manufacturers' Championship.

All accepted registrations will receive a timed and dated receipt of their registration fee. This will be deemed final in respect of valid registration.

POINTS WILL NOT BE AWARDED RETROSPECTIVELY.

4.4. Registration fees are as follows:-
Drivers £125.00 each
Co-Drivers: £75.00 each
(Cheques should be made payable to 'MSA')
Manufacturers: On application to the Championship Manager.
Fees and registration forms should be sent to:

4.5. Once a driver, co-driver or manufacturer has been registered it will not be possible for them to disclaim any points for which they become eligible.

4.6. A list of registered drivers, co-drivers and manufacturers will be available at each qualifying round.

4.7. By applying for registration drivers, co-drivers and manufacturers agree to be bound by these Championship Regulations.

Article 5. Vehicle Categories.

5.1. The Championship will be open to cars currently in the General List of FIA homologated cars in Groups A and N, or added to it during the period of the Championship, with two wheel drive and normally aspirated engines not exceeding 2000cc.
Vehicles will be divided into two vehicle groups and six capacity classes:

5.1.1 PRODUCTION CARS - GROUP N
Class N1 - Up to and including 1400cc.
Class N2 - Up to and including 1600cc.
Class N3 - Up to and including 2000cc.

5.1.2 TOURING CARS - GROUP A
Class A5 - Up to and including 1400cc.
Class A6 - Up to and including 1600cc.
Class A7 - Up to and including 2000cc.

5.2 The Production Cup
The Production Cup is open to cars with a cubic capacity greater than 2000cc and currently in the General List of FIA Homologated Group N vehicles, or added to it during 1999. Cars with four wheel drive and forced induction are eligible. Production Cup cars can only score points within the Production Cup Category.

5.3 The Diesel Cup.
A category within the British Rally Championship is created for diesel engined cars. This category is established within the championship framework but eligible cars will only be permitted to compete and score points in the Diesel Cup.
They will not be permitted to score points in the general classification or in any other category, class, group, or award listed in the championship regulations. The Diesel Cup will be listed separately in the events and championship results.
5.3.1. Eligible cars
A diesel engined car, with or without turbo charger that is of a family of cars homologated by the FIA in Group N, Group A or Group A kit car. The car will have been homologated as a two wheel drive car with an engine capacity of no more than 2000cc.
The diesel car, if turbo charged, will have a restrictor fitted in the air inlet system of the turbo charger of an internal diameter of no more than 44mm.
The MSA will retain the right to control the performance of these vehicles by reducing the diameter of the turbo charger air inlet, or by other methods as it deems fit.
5.3.2 Homologation
The engine, turbocharger, gearbox and intercooler can be homologated by a National Homologation by the MSA. If a car is entered in the Diesel Cup as already homologated by the FIA, national homologation will not be necessary.
For national homologation there will be no minimum number of units.
A fee of £1400 will be payable to the MSA for conducting a national homologation. Manufacturers wishing to utilise the national homologation process should contact Paul Gladstone at the MSA (tel: 01753 681736)

5.4 All vehicles participating in the Championship and its supporting categories or cups (with the exception of the Diesel Cup) must be fuelled exclusively by unleaded petroleum which complies with Article 252., paragraph 9.1 of Appendix J of the 1999 FIA General Regulations. Fuel for Diesel Cup cars must comply with Article 252., paragraph 9.2 of Appendix J of the 1999 FIA General Regulations. Random checks will be made.

Article 6. Scoring.

6.1. Points will be awarded to registered drivers, co-drivers and manufacturers relative to their position with other registered drivers, co-drivers and manufacturers.

6.2. Drivers and co-drivers will count their scores from all six (6) rounds towards their final total (refer to Table 1).
Manufacturers will count their scores from all six (6) rounds towards their final total (refer to Table 2).
Contenders for the Quadruple Crown will count their scores from all six (6) rounds (refer to Article 6.12).

6.3 No points will be awarded to drivers, co-drivers and manufacturers at an event where their cars do not carry the official Championship logos and advertising in the positions specified in Articles 2.7.1.4 and 2.7.7. The points will be awarded to the next eligible driver, co-driver or manufacturer.

6.4. Overall Drivers and Co-drivers Championships.
Points will be allocated to registered drivers and co-drivers relative to their position in overall classification on each qualifying round as set out in Table 1

6.5 Ferodo "Super 1600" Cup
This category is for amateur and professional drivers and co-drivers in Group A vehicles, including 'kit-cars', up to 1600cc. Points will be awarded to registered contenders as set out in Table 2

6.6 Independents Cup.
Points will be allocated to registered 'Independent' drivers and co-drivers (Article 2.7.2) relative to their position in the overall Independent classification on each qualifying round as set out in Table 1

6.7. Group N Amateur Cup.*
Points will be allocated to registered Amateur drivers and co-drivers (Article 2.7.2) relative to their position in the overall Group N Amateur driver classification on each qualifying round as set out in Table 1

6.8 Pirelli Ladies' Cup
Points will be allocated to registered female drivers as set out in Table 2.

6.9. British Junior Championship*
Points will be allocated to registered Junior Drivers who comply with Articles 2.7.2 and 2.7.3 as set out in Table 2

*NB: Drivers and co-drivers registered for the British Junior Championship are not eligible for the Group N Amateur Drivers and Co-Drivers Cup.

6.10 Capacity Class Awards
Points will be allocated to registered drivers and co-drivers in each of the six capacity classes who comply with Articles 2.7.1 and 2.7.2 as set out in Table 2

Drivers and co-drivers using cars containing any parts homologated as 'Kit' on FIA form VK are not eligible for capacity class points or awards.

6.11 Manufacturers' Championship.
Manufacturers may nominate up to two cars prior to each championship round to be eligible for Manufacturers' Championship points as set out in Table 2. Manufacturers must make their nominations to the Championship Manager no later than the commencement of scrutineering as published in the supplementary regulations for the round concerned.

Points will be allocated in the Manufacturers' Championship on the position of the highest placed nominated car, in the final classifications on each qualifying round provided that:-
6.11.1 The car complies with Article 5 and has been nominated prior to the qualifying round
6.11.2 The driver and co-driver are registered for the Mobil 1 British Rally Championship and have been nominated to score manufacturer points.

The position of non-registered cars will not be taken into account when allocating Manufacturer Championship points.

6.12 The 'Quadruple Crown' Championship for the 'Bruce Trophy'
Points will be allocated to the first three eligible drivers from each of the five home countries (England, Scotland, Wales, Ireland (North & Eire combined), Isle of Man) in the overall results for each round.

A country's score for each round will be the total of the points scored by the eligible drivers. Performances beyond the first three for each country will not be considered and will not influence the points scored by the other countries.

6.13 The Production Cup Points will be awarded to registered drivers and co-drivers relative to their position with the other registered contenders in the results for Class N4 on each round. Scoring will be as set out in Table 1.

6.14 The Diesel Cup Points will be awarded to registered drivers and co-drivers relative to their position with the other registered contenders in the results for the Diesel Cup on each round. Scoring will be as set out in Table 2.

Article 7. Ties.

7.1. Ties will be resolved by reference to the tieing parties' allocation of points within the relevant Category, Class or Cup by applying tests 7.2. to 7.5. in that order.

7.2. 7.2.1 In favour of the contender with the greatest number of maximum points.
7.2.2 In favour of the contender with the greatest number of second highest points, failing that the greatest number of third highest points and so on down until the tie is broken.

7.3. Should the provisions of Article 7.2 above not resolve the tie the award shall be given in favour of the contender with the highest points from their first scoring round.

7.4. Should the provisions of Articles 7.2 or 7.3 above not resolve the tie then consideration will be given to the overall results of the first Championship round, in favour of the contender who achieved the highest overall position in those results.

7.5. Should all of the provisions above fail to resolve the tie, the Championship Stewards will nominate the winner of the tie based on such considerations as they see fit.

NB: To qualify for any Awards and/or cash bonuses a contender must have started at least four (4) events in the Championship.

Other awards may be made at the organiser's discretion and will be announced in bulletins.

Trophies will be presented at the Mobil 1 British Rally Championship awards presentation which is scheduled to be held on Saturday 8th January 2000, to coincide with the Autosport International Show at the NEC, Birmingham.

Article 9. Commercial Regulations

9.1 The rallies comprising the championships shall be conducted in accordance with the regulations and these commercial regulations.

9.2 In these commercial regulations, the nomenclature definitions and abbreviations specified in the General Regulations of the MSA and in the Sporting Regulations shall be adopted.

9.3 The MSA has the right to amend, vary or add to the commercial regulations from time to time. Such amendments, variations, and additions shall be notified by bulletin to all registered competitors by posting to the address detailed on the championship registration form or by fax to the fax number detailed on the championship registration form, or by delivery to the competitor by hand.

9.4 All competitors, teams, manufacturers, team members and persons associated with any of the aforesaid agree to be bound by the commercial regulations and any additions, variations or amendments thereto.

9.5 PENALTIES
9.5.1 The terms of the commercial regulations are fundamental to the contract between the MSA and the competitor and the manufacturer respectively. A breach of any of the commercial regulations may render the competitor or the manufacturer ineligible for competition, in which case participation in the championship will be entirely at the discretion of the MSA.

9.5.1.1 The MSA as an alternative to excluding the competitor or the manufacturer from the championship may impose any one or more of the following penalties as a condition of the competitors continued participation in the championship:
(a) a reprimand
(b) a fine
(c) penalty issued by the Stewards of the Championship subsequent to a tribunal.

9.5.2 In addition or in lieu of any such penalty, the MSA may require the competitor and/or team and/or manufacturer and/or team member and/or person associated with the above to take such steps as may be reasonable to mitigate the damage to the reputation of the Championship.

9.5.3 Future participation in the championship may not be permitted until any fine imposed pursuant to these commercial regulations is paid in full.

9.5.4 Where in the opinion of the MSA any competitor(s), team(s) and/or manufacturer(s) has gained an unfair advantage (whether inadvertently or not) from a breach of the commercial regulations by its own actions or those of another competitor, team or manufacturer the MSA may impose any one or more of the penalties set out in Regulation 9.5.1 above in order to remove or otherwise compensate for such advantage

9.6 TELEVISION

9.6.1 By entering the championship, competitors, manufacturers and their teams are obliged to assist in the promotion of the championship and in particular the television coverage.

9.6.2 All competitors and manufacturers are obliged to assist the nominated TV Production Company in the filming of the championship events through the granting of interviews when requested and any other reasonable request of the TV Production Company.

9.6.3 Without prejudice to the generality of above, drivers finishing first, second and third in each championship round and the driver finishing first in each round of the Production Cup must make themselves available immediately after the prizegiving for media interviews in accordance with the requirements and directions of the MSA and/or PR personnel of the MSA and/or event and/or championship sponsor.

9.6.4 Any car must carry an in-car camera or on-board camera at the sole request of the TV Production Company. No other in-car video or film cameras will be permitted without the written authority of the TV Production Company.

9.6.5 Any competitor and/or anyone connected with a competitor manufacturer is prohibited from trying to influence the editorial decisions of the TV Production Company in connection with the championship as it is shown on television, or of otherwise interfering with television coverage.

9.6.6 Any competitor wishing to have an in-car camera must contact the TV Production Company. The decision as to which car(s) are to carry on-board cameras and/or in-car cameras reset solely with the TV Production Company. In the case of a registered manufacturer competing with more than one car, the decision as to which car carries an on-board and/or in-car camera from time to time shall rest with the TV Production Company, whose decision shall be final.

9.6.7 All broadcast, cable, satellite, video and rights in all other mediums to events in this championship are the sole property of the MSA. Any broadcast, re-broadcast or reproduction without the express written permission of the MSA is strictly prohibited. Entrants or manufacturers currently registered in the championship may, subject to the prior written permission of the TV Production Company and subject to any conditions which it may impose at his absolute discretion, be granted rights to use broadcast material for their own specific promotional use within the UK or elsewhere without fee or charge. Rights requested by sponsors, advertisers, or for any other commercial use must be made in writing to the TV Production Company and will be subject to licence, which may include a fee or charge.

9.7 PUBLICITY

9.7.1 Each manufacturer must participate in any official Pre-Season Media Day, for which purpose a co-driver/passenger seat must be retained in at least one of its attending rally cars.

9.7.2 At all championship rallies:
9.7.2.1 Drivers and co-drivers wearing their driving overalls must take part in any autograph session or event parade, should this be requested by the MSA.
9.7.2.2 The competitor is responsible for providing the rally car. No other type of vehicle will be permitted to participate in the drivers' parade.

9.7.3 Each driver must make himself/herself available free of charge to the championship for championship promotional purposes for a maximum of two further full days during a championship year when required at the reasonable request of the MSA, in addition to the Pre-Season Media Day.

9.7.4 Any driver in a position where he or she might win the championship at the final event of the championship will be required to attend at his/her own expense a media event staged between the penultimate and final events of the championship. The date for this media event will be set after consultation with the nominated PR representatives of the manufacturers entered for the championship and will be decided before the first event of the championship. Failure to participate in these activities may result in a penalty as outlined in 9.5.1 above.

9.7.5 Drivers and co-drivers finishing first, second and third in the championship, the winning crew in the Production Cup and a representative of the winning manufacturer/team are required to attend the end-of-season Awards Evening on a date and at a venue to be advised by the MSA. Failure to participate in these activities may result in a penalty as outlined in 9.5.1 above.

9.7.6 In signing a championship registration form each manufacturer, entrant and competitor agree that championship title rights sponsor may make use of his/her activities and successes in motor sport for any advertising, publicity, public relations and merchandising purposes. The manufacturer, entrant and driver also agree that in any advertising or promotion with which he/she is associated (relating to the championship), the full title of the championship (including the championship sponsors name) will be used at all times.

9.8 MERCHANDISING

9.8.1 The manufacturer/entrants, by virtue of entering the Championship hereby authorises the championship to use and licence the use of images and representations of the manufacturers vehicles competing in the championship including (in so far as the same appears on vehicles participating in the championship) and subject to specific agreement, the manufacturers logo for the purpose of producing merchandise exploiting the reputation of the championship.

9.8.2 The competitor and the entrant hereby authorise the championship to use and licence the use of images and representations of the driver and team paraphernalia including (in so far as the same appear on clothing worn by the driver or on team paraphernalia or on the cars driven by the competitor in the championship) the logo, subject to specific agreement, and decals of all sponsors of the competitor and/or the entrant for the purpose of producing merchandise exploiting the reputation of the championship.

9.9 COMPETITORS OBLIGATIONS

9.9.1 Registration as competitors in the Mobil 1 British Rally Championship commits the competitor to acceptance of these Championship Commercial Regulations.
